Victor S. Grgas

Mr. Grgas has over 25 years of experience in both the public and private sectors. He currently serves as the Property Services Bureau Manager for the City of Long Beach, California. The Property Services Bureau is comprised of three divisions: Leasing, Acquisitions and Project Development, and is responsible for providing a full range of real estate and project management services with special emphasis on City-owned properties to all city departments, including airport, parks, marine, police and fire, community development and redevelopment. Bureau activities include acquisition, sale and lease negotiations, appraisal and escrow coordination, title review, negotiating complex development agreements and managing high-profile special projects including the recent state and federal stimulus funded restoration and enhancement of the Colorado Lagoon tidelands area. In addition, the Bureau is responsible for the administration of various long-term master leases for City-owned assets including the iconic former ocean liner (now hotel), Queen Mary, the Long Beach Convention and Entertainment Center, as well as several large-scale retail and entertainment centers developed under public-private partnerships including the Pike At Rainbow Harbor, the Long Beach Towne Center, and the Long Beach City Place Center.
Prior to joining the City of Long Beach, Mr. Grgas was President of VSG & Associates, a land use consulting company and real estate brokerage based in Seal Beach, California, whose services included: land use, entitlement processing, local Government liaison, retail and business recruitment, economic development planning, and public-private partnership negotiations. Before forming his company, Mr. Grgas worked for over 12 years for one of the nation's largest private development companies, Forest City Development, and was the Director of Planning and Government Relations for the company's West Coast operations, where he was involved in the development of several million square feet of new retail and mixed-use development projects. Mr. Grgas also previously served as Assistant City Manager for Montebello, California, and as the Director of Development Planning for the Los Angeles County Community Development Commission, as well as the Director of Economic Development for the Cities of Redondo Beach and of Santa Ana, California. Mr. Grgas was also twice elected as councilman and mayor for his hometown, Seal Beach, California (population 25,000).
He also served as the President of the National Council for Urban Economic Development, now the International Economic Development Council (IEDC) and the California Association for Local Economic Development (CALED).
Mr Grgas holds both a Master of Public Administration and a Bachelor of Business Administration degree from the California State University of Long Beach, and is a licensed California Real Estate Broker.
