David Lyman

David Lyman is a stand up economic developer.  He is a frequest presenter for CALED and enjoys motivating others about the power that one person can make in a community through economic development. 

David has been in the trenches of economic development since 1984 and has worked business attraction, business retention, redevelopment, enterprise zone, and brownfields.  Next on the hit parade: NSP, the Neighborhood Stabilization Program.

He holds a bachelor's degree in business administration, a master's degree in public administration and a second master's degree in public policy.  He is nearing completion of his Ph.D. in Polictics and Policy at Claremont Graduate University and plans to graduate in May.  David's dissertation focuses on the economic, political, and competitive factors that influence California cities to use incentives.  Data from his two surveys of California city managers regarding their use of incentives, first in 2002 and then again in 2006, provide the basis for his research.
