Mr. Starbuck has over twenty-eight years of economic development and redevelopment experience. He has worked for a variety of small, medium and large cities in California and the mid-western United States as well as having served as a consultant on tax increment finance and redevelopment issues. He has extensive experience in residential, commercial and industrial developments; as well as variety of transportation, flood control and waterfront revitalization efforts. His specialty though is downtown revitalization. Since June 2005, Mr. Starbuck has been working for the City of Pittsburg,
currently serving as the Director of Redevelopment. While with Pittsburg, Mr. Starbuck has been instrumental in bringing forward several key development projects including:
- Vidrio Phase I, Pittsburg's signature revitalization project featuring 70 owner-occupied residential units and 10,000 square feet of ground floor retail space.
- Entrata, a mixed use project featuring 28 Low/Moderate Income apartments over 8,000 square feet of ground floor commercial space. This project is located at the entrance, or gateway, to Old Town Pittsburg. This project is a partnership with Domus Development.
- Three affordable housing projects East Leland Court ~ 63 units; Los Medanos Village ~ 71 units; and Siena Court ~ 111 units.
- Marine Commercial, a 16,000 sq ft two story office at the Pittsburg marina housing marina support services and professional office space.
- Numerous Old Town retail and restaurant businesses including La Veranda and Palace of Fine Food, which have helped re-energize commercial interest in Old Town Pittsburg.
Since coming to Pittsburg, Mr. Starbuck has been overseeing over 100 redevelopment and capital improvement projects totaling $300+ million in public investment for the City of Pittsburg. He also serves on the Board of Regents for the California Academy for Economic Development.
Mr. Starbuck has a Bachelors degree in Political Science, with minors in Religious Studies and Philosophy from Westmont College in Santa Barbara California; and a Master's degree in Public Administration from Northern Illinois University in DeKalb, Illinois. He is a native Californian, born and raised in Whittier, CA. He has been married to his wife and best friend, Elizabeth, for over 26 years and they have three children. He is a "life-long student" of the American Civil War and an avid movie fan. He also enjoys golf, gardening, and reading.
